In a decree to the police-agencies the ministry for the interior [of Lower Saxony] initially makes it clear that gatherings are to be protected - at the same time it’s announcing that abuses will be cracked down on. “We will not allow our constitutionally protected right to gather and demonstrate to be abused for Russian war propaganda on German streets”, said minister of the interior Boris Pistorius (SPD) on Friday. The police will prosecute related felonies. Aparat from the war symbol “Z” the focus will also be on flag of the USSR and the showing of the Ribbon of Saint George, because in the context of the war they’re to be interpreted as symbols of the territorial expansion of the Russian state. “Such violations against the public order can be suppressed on the basis of the Versammlungsgesetz [law concerning processions and assemblies]”, it [the decree] continues. The public wearing of the “Z” is a felony in Lower Saxony.

Context is the car-blockade of Russian-Germans and Russsian supporters last (?) weekend in Berlin. Another one of those is planned in Hannover and they naturally want to prevent that from happening.
