My friend has started a business (in Canada) distributing electronic items (GPS and Dashcams) to other countries. He currently ships inland and to India. He wants to reach out to Swedish companies and establish business. He came across some information that said he cannot send electronic goods to Sweden. Something about Lithium batteries being banned in the export list. But don’t phone companies send their products to Sweden? Don’t those have batteries too? He’s just beginning to consider expanding to European regions so any help would be appreciated?

I would advice you to contact a logistics company that do international shipping and talk to them. There might be permits or special rules for packaging/shipping that they know about, and you might be able to ship products via them.

Are you sure it is not the just the air freight not allowing lithium batteries - this is often a problem when ordering from the US?
Why Canada won’t allow export of lithium batteries to Sweden you should ask a Canadian about.

The mobile phones we buy in Sweden aren’t exported from Canada, the are likely shipped directly from a factory in Asia to EU.

I doubt it is a customs issue but it is a big shipping issue due to the fire hazard.

They’re obviously not banned, lithium batteries are classified as dangerous goods and need to be tested to be transported.

You just need to jump thru the hoops around shipping-regulation when shipping lithium batteries.
Have him talk to his shipping-company to find out what’s required to ship the products he sells. Air-freight might be problematic so he they might have to go by ship.
A short introduction if using DHL, but the same things would apply to others.
