Yeah, the world in Cyberpunk is where imperialism itself is greatly decayed, the characteristical merge of state with private monopolies is breaking and the private monopolies are assuming the functions of the states because the existing state is not strong enough to sufficiently represent their interests.
But, as in 100% of bourgeoisie futurism, socialism goes right out the window. It either simply don’t exist as an option or is a carricatural totalitarian meme version. Even funnier in this case where socialist countries do exist on map but the authors can’t imagine them doing anything, cyberpunk 2020 USSR for example is just straight up taken from G.I.Joe comics or something very similar and China is likewise the 70’s US propaganda Scary Human Hive.
That’s why 90% of sci fi made in America is always dystopian, they do know capitalism is horrible and decaying, but they cannot imagine anything better, and the 10% remaining is the idealistic golden age monarchism keeping their free market working as advertised.
