Motherboard: Gigabyte GA-Z270X-DESIGNARE (rev. 1.0)

CPU: Intel LGA 1151 (i7 I think, can’t remember and don’t really want to take the fan off again, but I will if you need to know.)

RAM: Gskill Trident 2x8GB DDR4-3200

Power Supply: Corsair RM850x

GPU: Asus ProArt OC Geforce RTX 4070 Ti 12GB

System lights up, fans start, and then it restarts trying to boot again, and again, and again.

Screen stays black. Red light on the graphics card the entire time.

The motherboard manual says, “All of the PCI Express slots conform to PCI express 3.0 standard.”.

So is this because the graphics card requires a motherboard with PCI 4.0? Does that really matter? Could something be DoA? (The gpu, and psu are new.)
