    While I agree that smartphone addiction is a real problem that should be addressed…

    The article says “There will be no penalties for breaking the rule”, that it will not be strictly enforced, and that “Smartphone use during non-leisure activities, such as watching videos while cooking or exercising, online learning and practicing for an e-sports tournament, will not count towards the two hours”.

    That doesn’t make the rule very effective. Even if you wanted to enforce it by collecting everyone’s usage data, users would have to somehow justify that they were using their phones for non-leisure purposes, which seems quite impractical.
