Ok, full disclosure, I have no clue… however, this is basically what they do with scammers. If they are over 95% certain that one of their advertisers is a scam, they simply charge them more money for the assist to scam people

Wait till you hear about the strike thresholds for fraud:
Per Meta’s own policies, a “High Value Account” (one that spends a lot on fraudulent ads) has to accrue more than 500 “strikes” (adjudicated violations of Meta policies) before the company will take down the account.
The Onion could have written this article, but would have picked a lower number. 17 strikes is too implausible.
