Love how the more ambitious and undeniably beneficial for China (and really the world, because more clean energy in China benefits not just China) a Chinese project is, the more the Western media need to fearmonger and speculate and just outright make up things. They straight up admit in the article that a lot of what they write about what this project will look like is just some Western “experts” speculating and making guesses. They then use those guesses to spin out an entire narrative about how China is plotting in secret to turn this into something nefarious.
