They could do it through each country individually to Ukraine and also withhold Hungary-bound funds equal to their share.
Their share is zero. Hungary is not contributing any money to that loan. Orban is just blocking it for shits and giggles

When they join, yes. But not after. They didn’t anticipate that some states could fall into a dictatorship after joining.
Which is honestly kind of ironic when thinking about the fact that the EU was built from the rubble of WWII, which was started by a dictator who took over a democracy.
