There are two ways to parse this sentence, and I suspect the most accurate parsing was not the one intended by Reuters.
At the shelter I volunteered at, they’d occasionally get a purebred, but they’d still advertise them as DLH (or whatever) because they didn’t want to attract the type of adopter who cares about the breed.

The rule of law is indeed non-existent. Just look at that convicted felon in the White House and all the illegal stuff he’s still doing.
Remember when Elon Musk had that black eye and said his son punched him? I said “can’t blame him”. Which is, of course, glorifying violence.
