Probably trousers are too low, making tie too short while the knot should be bigger, jacket should be looser around the chest and buttoned (probably why it’s unbuttoned aide from going from sitting), jacket sleeves too baggy . Maybe improved by shoulder pads and double breasted suit to make him look more imposing than out of shape.
