Because the photo just above makes it pretty obvious that it isn’t a weapon that can be used in a targeted fashion.

Being in a civilian area does not protect combatants from being targeted. Proportionality applies, but that’s it. That means attacking combatants in a civilian area has to serve a military objective.
Combatants fight in civilian areas regularly.
