This is going to be quite difficult in the more populated areas.

Having lived in Yokohama for several years, and a few other cities, there were not very many individual pickups. There were designated places where everyone dropped off their bags with separated garbage, cans, etc.

All someone would need to do is separate their mail or other identifying trash into another bag, and people will do that.
