From a price point of view that was not a good deal in terms of $/TB, but, if you need a lot of throughput you can easily create a 17 disk RAID6 array, but this requires an LFF storage system that can handle these many drives. Do you have such a system already or what was the idea to buy this many 1TB drives? Can you elaborate more?
I use {correspondent}/{created_year}/{created_year}.{created_month}.{created_day} - {title} as my default storage path to achieve exactly that since I mount a CIFS volume I use on my Windows clients as well into paperless-ngx, this makes it easy to also access the PDF’s via any client and not just the paperless-ngx web UI.

Any reason why it needs a web interface? There are multiple solutions to work with applications from anywhere, probably the best and easiest is VDI.
